Foreign Documents for Use in Bulgaria: Apostille, Legalization, Translation & Consular Signing

Foreign documents intended for use in Bulgaria may require different formalities depending on what type of document it is and where it was issued or signed.

The first distinction is particularly important: some documents are prepared specifically for you to sign, while others are official documents that have already been issued by a foreign authority.

This guide explains both situations, including foreign notarization, Bulgarian consular notarization, Apostille and legalization requirements, translation into Bulgarian, consular locations and indicative costs.

1. Two Ways to Sign Documents Prepared for Use in Bulgaria

For powers of attorney, declarations, corporate resolutions and other Bulgarian-language private documents prepared specifically for use in Bulgaria, there are generally two alternative signing routes.

Option 1 — Sign Before a Foreign Notary

The client signs the document before a local notary in the country where they are located.

Foreign notary → Apostille / legalization, if applicable → Bulgaria → Bulgarian translation → Certification of the translation

The exact authentication procedure depends on the country where the notarization takes place.

Option 2 — Sign Before a Bulgarian Consulate

The client signs the Bulgarian-language document directly before a Bulgarian consular officer abroad.

No foreign Apostille, subsequent Bulgarian translation or additional legalization of the notarized document is required.

2. Documents You Sign vs. Documents Already Issued Abroad

It is important to distinguish between documents that require your own signature and official documents that have already been issued by a foreign authority.

A. Documents You Need to Sign

These are documents prepared for you and requiring your signature, such as:

  • Powers of attorney
  • Declarations
  • Shareholder or corporate resolutions
  • Other private documents requiring notarization

These documents may generally be signed either before a foreign notary, followed by the applicable authentication and translation procedure, or directly before a Bulgarian consular officer.

B. Documents Already Issued by a Foreign Authority

These documents have already been issued and do not require your signature. Examples include:

  • Certificate of Good Standing / Current Status
  • Company registration certificates and register extracts
  • Tax clearance certificates
  • Criminal record certificates
  • Official financial or tax documents
  • Other official certificates issued by public authorities

These documents are not taken to the Bulgarian consulate for signing. Instead, the already-issued document itself must follow the authentication procedure applicable to the country of issue — treaty exemption, Apostille or full legalization.

3. How Foreign Documents Are Authenticated for Use in Bulgaria

Whether a document was signed before a foreign notary or was already issued by a foreign public authority, it must be presented in a form that can be recognized by the Bulgarian authorities.

There are three principal authentication routes.

A. Treaty Exemption

Certain bilateral legal-assistance treaties remove the requirement for Apostille or additional legalization for documents falling within their scope.

❌ No Apostille

❌ No consular legalization

✅ Bulgarian translation required

✅ Certification of the translation required

B. Hague Apostille

Where the Hague Apostille Convention applies and there is no applicable treaty exemption, the document is authenticated with an Apostille.

✅ Apostille required

❌ No additional consular legalization

✅ Bulgarian translation required

✅ Translator's signature certified in Bulgaria

C. Full Legalization

Where neither a treaty exemption nor the Hague Apostille procedure applies, the document follows the full diplomatic or consular legalization route.

❌ No Apostille route

✅ Authentication by the competent foreign authority

✅ Bulgarian consular legalization

✅ Bulgarian translation required

✅ Translator's signature certified in Bulgaria

4. Countries Where Apostille May Not Be Required Under a Bilateral Treaty

Bulgaria has legal-assistance treaties with a number of countries. Where the relevant treaty exempts the particular document from legalization or further certification, the foreign document may be accepted without an Apostille.

The document must nevertheless be translated into Bulgarian and the translation must be certified in the required form.

* Check the scope of the applicable treaty

Treaty exemptions apply only where the relevant bilateral agreement covers the particular type of document and the document contains the required signatures, seals and other formal elements. Where there is any doubt, the requirements should be checked before the document is issued or notarized.

5. Practical Examples by Country

The examples below apply both to documents signed before a foreign notary and to official documents already issued by a foreign authority, such as company register extracts, Certificates of Good Standing, tax certificates and criminal record certificates.

After the foreign document has been authenticated in the required form, it must be translated into Bulgarian. Where the translation is prepared in Bulgaria, the translator's signature must be notarially certified by a Bulgarian notary.

United Kingdom

Paper Apostille: £45/document

e-Apostille: £35/document

Restricted urgent business service: £100/document

United States

Apostille fees depend on the issuing state or competent federal authority. The applicable fee should be checked with the authority issuing the Apostille.

Germany

The competent Apostille authority and fee depend on the type of document, issuing authority and relevant German federal state.

United Arab Emirates

Individual affairs document attestation: AED 150

Commercial document attestation: AED 2,000

Foreign authority, notarial, courier and Apostille fees may change. They are external costs and are payable to the respective authority or provider.

7. Bulgarian Embassy and Consulate Notarial Fees

8. Bulgarian Embassies and Consulates in Key Countries

If you choose the Bulgarian-consulate route for a document that needs to be signed, check which Bulgarian consular office is most convenient for your location.

There may be a Bulgarian consulate closer to you than the embassy.

Several countries have more than one Bulgarian embassy, Consulate General or consular office. You do not necessarily need to travel to the capital. Check the relevant consular district and the official website of the mission before visiting.

9. Sending a Foreign Document to Bulgaria

If the document follows the foreign-notary or foreign-authority route, the applicable Apostille or legalization process should be completed before the document is translated in Bulgaria.

A scan may be sufficient for an initial review or translation quotation, but the original document may ultimately be required for translation certification or submission to the Bulgarian authority.

Complete the foreign authentication first.

If a document is translated before the required Apostille or legalization has been attached, the additional certification may also need to be translated, which can lead to duplicate work and unnecessary costs.

10. Translation and Certification in Bulgaria

Foreign documents intended for use before Bulgarian authorities must be translated into Bulgarian.

Where the translation is performed in Bulgaria, the translator signs the translation and the translator's signature is notarized by a Bulgarian notary.

Corporate Bulgaria's official translation and legalization partner is Ivora. Corporate Bulgaria is not a translation agency. Translation quotations, processing and certification are provided directly by Ivora.

13. Common Mistakes to Avoid

❌ Obtaining an Apostille before checking whether a treaty exemption applies
❌ Taking an already-issued government or company-register certificate to the Bulgarian consulate as if it still needs to be signed
❌ Translating the document before the required Apostille or legalization has been attached
❌ Signing a power of attorney or declaration in the wrong notarial form
❌ Assuming that all EU countries follow exactly the same authentication rules
❌ Sending the original internationally before confirming the required authentication chain
❌ Paying for a foreign notary, Apostille and translation when a document prepared for signing could instead be completed directly before a Bulgarian consular officer

14. Translation and Certification Provider

Ivora is Corporate Bulgaria's official translation and legalization partner.

Corporate Bulgaria is not a translation agency. For translation quotations, certification, processing times or document delivery, please contact Ivora directly.

Where a document forms part of a corporate or immigration procedure handled by Corporate Bulgaria, we advise our client on the required document, notarial form and authentication route applicable to that procedure.

15. Conclusion

The correct procedure depends first on whether the document still needs to be signed or has already been issued by a foreign authority.

A power of attorney, declaration or corporate document prepared for signing may generally follow either the foreign-notary route or the much shorter Bulgarian-consulate route.

A Certificate of Good Standing, company-register extract, tax certificate, criminal record certificate or other already-issued foreign document does not need to be taken to a Bulgarian consulate for signing. Instead, it must follow the treaty, Apostille or legalization procedure applicable to the country of issue and must then be translated into Bulgarian.

Establishing the correct route before signing, obtaining an Apostille, translating or couriering the original document can avoid substantial delays and unnecessary costs.

This article provides general information only. Exact requirements depend on the country, document type, issuing authority, notarial form and the Bulgarian procedure for which the document will be used. Bilateral treaty exemptions must be assessed according to the scope of the applicable treaty. Consular addresses, appointment systems and external fees may change. Translation and certification prices are indicative and based on the published price list of Corporate Bulgaria's translation partner, Ivora.
